According to Reuters, J-Com is stepping up its efforts to acquire regional operators in an attempt to attract more subscribers.
Under the terms of the deal, the firm will take a 100 per cent stake in Mediatti which has 215,000 subscribers.
If it goes through, the deal will be J-Com's fourth acquisition of the year.
More than half of J-Com's stock is held by a joint venture between US Liberty Global and Japanese investment house Sumitomo Corporation.
